
NEET MBBS Counseling — State Quota vs All India Quota Explained
How 85% state quota and 15% AIQ work, when to use which, and the typical cutoffs for government MBBS in Telangana & AP.
NEET counseling has two streams — All India Quota (AIQ, 15%) run by MCC and State Quota (85%) run by KNRUHS (TG) / NTRUHS (AP). Understanding both is the difference between an MBBS seat and a wasted year.
All India Quota (AIQ) — 15%
- Conducted by MCC (Medical Counselling Committee)
- Open to candidates across India
- Includes: Central institutions (AIIMS, JIPMER), 15% govt MBBS seats from every state, and deemed universities
- Typical OC general cutoff for AIIMS Delhi: NEET 700+/720, AIR < 100
- For JIPMER Puducherry: NEET 690+, AIR < 250
State Quota — 85%
- Conducted separately by each state's medical council
- Local candidate eligibility is critical — usually requires Class 9–12 schooling in the state
- TS Quota for OC: ~580+ NEET → Gandhi/Osmania MC
- AP Quota for OC: ~595+ NEET → Andhra MC / Guntur MC
Strategy
- Register for both AIQ + your state quota. There is no penalty.
- Even if your AIR isn't AIIMS-grade, register for AIQ — you might land an MBBS seat in another state.
- If you've moved states recently, check local-status documents before state quota registration.
Government vs Private MBBS
- Government seat: ₹15–25k/year tuition, total ₹1.5–2 lakh for 5.5 years
- Convener private seat: ₹4–5 lakh/year
- Management quota: ₹10–25 lakh/year
- NRI quota: ₹40–80 lakh total
The gap between rank 5000 and rank 15000 in NEET state quota often is the difference between government MBBS and ₹50 lakh in tuition. Plan accordingly.
Round structure
- AIQ: Round 1, Round 2, Mop-up, Stray vacancy
- State: Round 1, Round 2, Round 3 (Final), Stray vacancy
Never miss the stray vacancy round — last-mile MBBS seats often go for ranks 10–15% higher than Round 1.
Caution
The NEET seat blocking issue (CBI cases in 2024) tightened rules. Verify your seat lock-in / fee payment timeline carefully — defaulting forfeits the seat + the ₹2 lakh security deposit.
